Support bill to mandate insurance coverage of abortion care in MN.
Bill numbers: HF 4053/SF 3967
Authors: Rep. Zack Stephenson and Sen. Alice Mann
In 2021, over 25% of people getting abortion care in MN were forced to pay out of pocket, because their insurance plan did not cover abortions. Currently, abortion care is covered in Minnesota’s public health care programs, but not in many other insurance plans, nor in any MNsure plans (apart from when pregnancy results from rape, incest, or if there is an immediate threat to the life of the pregnant person).
HF4053/SF3967 would require abortion coverage by all healthcare plans in MN, ensuring equitable access to abortion care.
To ensure equitable access, abortion care needs to be treated like other essential health care.
“Health insurance is not worth anything to the people who have it, if it doesn’t cover the care that they need,” - Rep. Zack Stepenson, author of HF4053
“Abortion is an essential health care option,” said Dr. Sarah Traxler, chief medical officer for Planned Parenthood North Central States. “My patients shouldn’t have to choose between their basic needs like buying groceries or paying rent or delaying their abortion appointment until they have enough money for the procedure. Legal abortion is incredibly safe … however every week delay in that care increases the risks associated with it.”
